Wolpertingers are mythical creatures, well known in most of Tamriel commonly as just legends or children stories, but they indeed do exist, as rare chimeras created by alchemists as pets or object of training. They're a mixture of several species, in this case it's a hare with wings of a duck, pointed canine teeth and the antlers of a deer.

Each one drops one of the materials you need to craft the staff, so you need to hunt the 3, to create the staff to generate your own pet Wolpertinger. The staff is created on tanning rack.
